Democratic officials and advocacy groups have vowed to challenge the order in court. Connecticut Attorney General William Tong denounced it as harmful and legally questionable. The NCAA, which previously followed a sport-by-sport approach, may have to revise its policies to comply. The order is part of a broader push to reshape federal policies on gender identity and civil rights.
